A Horizon Europe Deliverable. On Scope. On Time. Still Growing.

Policy Answers needed a custom-built digital platform to govern research and innovation policy across six Western Balkan economies. Complex taxonomy, multilingual content, interactive data visualisation, automated newsletters - and a Horizon Europe deadline attached to all of it.

Bild was selected through a competitive tender. The Western Balkans InfoHub is now live, stable, and scaling, at westernbalkans-infohub.eu.

Policy Answers - a Horizon Europe–funded initiative coordinated by the Center for Social Innovation, had a mission that was structurally complex by design: centralise research and innovation (R&I) policy content across six countries, multiple thematic domains, and dozens of organisational types.

Their existing website worked. But working isn't the same as fit for purpose.

It couldn't handle the scale. It couldn't support the taxonomy. It couldn't deliver the user experience their EU mandate required. And with 484+ stakeholders to map, ten content types to manage, and a regional network of policymakers depending on it, the gap between what they had and what they needed was wide.

Bild was chosen through a competitive tender, not just for technical capability, but for bringing creative UX thinking to a brief that most vendors would have treated as a pure engineering problem.

Discovery shaped everything. Three phased workstreams, delivered in sequence, each building on the last:

Phase 1: Custom Platform
A fully custom UX/UI, designed around policy workflows and EU project branding. Ten custom post types: News, Events, Calls, Documents, Multimedia, Themes, Programmes & Policies, Initiatives, Institutions, and more, all cross-referenced and filterable through an 8-tier taxonomy system.

Phase 2: Newsletter Automation
Automated newsletter generation built around a 'Theme of the Month' editorial structure, integrated with existing mailing list infrastructure. Formatted, curated, and delivered to a regional R&I network, without manual overhead.

Phase 3: Data Visualisation
An interactive stakeholder map plotting 484+ institutions, programmes, and initiatives as geographic pins. XLS import for bulk data onboarding. Downloadable exports for ongoing research use. Interconnections between policies, programmes, and initiatives, visible at a glance.
